Ms. Agnew has thirty years of experience in policy development and implementation, program and project management, coalition building and negotiation, public communication in four Federal agencies and five State agencies. Most recently Ann served as Executive Secretariat for the Department of Health and Human Services where she managed the office responsible for ensuring coordination and clearance of all policy documents for Secretary’s briefings, decisions and signature. In this role she directed review and coordinated policy decision making across all of the HHS departments, including CMS, CDC, FDA and NIH. With her staff she served as a gatekeeper for approval of all Department regulations, including complex Medicare payment

Ray Barberesi is a retired member of the U.S. Federal Senior Executive Service; and a retired U.S. Naval Reserve Officer.  He spent his career sailing as a licensed Mate aboard U.S.-flag vessels, and working at the U.S. Department of Transportation.  Currently, Mr. Barberesi is President of MTS Corporation, an advisory, consulting and representation company specializing in solutions for the transportation and security industries.

Charlotte Bryan is a nationally recognized expert in aviation security with over 36 years of Federal experience including senior management responsibilities at the Federal Aviation Administration (FAA) and the Transportation Security Administration (TSA).  Key assignments at agency headquarters and in Brussels included senior responsibilities for aviation security policies and programs and stakeholder relations with U.S. and international airports and air carriers.

Edward Cincinnati has over 32 years of federal experience, primarily in the management of large service-related organizations in the Departments of Justice and Homeland Security.  As a member of the Senior Executive Service, he directed a diverse staff of senior and mid-level officials in the areas of strategic planning, budgeting, human resources, information technology, security, procurement and training.  Mr. Cincinnati is an expert in budget issues, having served as Executive Officer for the nation’s bankruptcy program, Assistant Director of Budget at the Justice Department and most recently, as Assistant Inspector General at the Department of Homeland Security.  Mr. Cincinnati was also an instructor on the federal budget process and held a Top Secret SCI clearance.

Steve Ditmeyer has held a number of high-level positions in both the public and private sectors of the transportation industry. He worked for predecessor companies of each of the current big four railroads, was one of the founders of Amtrak, and was intimately involved in the deregulation of the freight railroad industry. He has been involved in the development of network-centric systems (digital communications, positioning systems, computers, and sensors) on the various surface transportation modes to enhance their safety, security, capacity, efficiency, and profitability.

Anna Maria Farias is a federal retiree who has held several positions at the US Department of Housing and Urban Development as a political appointee for the Bush Administration from 2001 – 2008.  As the Deputy Assistant Secretary for Special Initiatives under the auspices of Community Planning and Development in the U.S. Department of Housing and Urban Development, she also served as Senior Counsel for HUD Secretary Mel Martinez.   From November 1992-2000, Ms. Farias served as the Executive Director of the Crystal City Housing Authority in Texas. She received the Presidential National Award for being the only Executive Director in the country to reside in public housing.
