Patricia O'Neil has an extensive background in the areas of e-government, veterans affairs, governmental operations and management issues, general analyses, and project management. Her distinguished career has spanned both the public and private sector.

In 1998, Ms. O'Neil was appointment by the Secretary of Veterans Affairs (VA) to serve as the Deputy Assistant Secretary (DAS) for Policy of the Department of Veterans Affairs, a position which she retained until her retirement on September 30, 2000. While serving in this capacity, she was responsible for managing and directing VA policy research, actuarial activities, and data development and analyses. For five years prior to her appointment as DAS, Ms. O'Neil served as the Special Assistant to VA's Assistant Secretary for Policy and Planning providing advice on a broad range of policy and strategic planning activities and initiatives. She also served on the White House Task Force on Health Care Reform.

Before joining the VA in 1993, Ms. O'Neil was the vice president of a consulting firm concentrating on health policy, health-care management, and health promotion. In addition, she worked more than 15 years with VA and the Office of Personnel Management in a variety of management positions in the areas of human resources and health administration and intergovernmental services.

Pat is a principal of the Council for Excellence in Government and serves on the leadership board of the Industry Advisory Council's E-Gov Special Interest Group.
