Executive Consultant-----------------------------------------------Click here to Download Bio John Sandy has over thirty years of experience managing large, highly complex organizations in three diverse federal agencies, including the Environmental Protection Agency (EPA), the Federal Communications Commission (FCC), and the Civil Aeronautics Board (CAB). Before joining McConnell International, Mr. Sandy served in a broad range of executive positions within these agencies. As EPA's Director of Policy and Resources Management, Mr. Sandy oversaw a budget exceeding $400 million employing 980 personnel, and positioned EPA as one of the first federal agencies to fully integrate its budget with annual performance goals for its administrative management functions under the Government Performance and Results Act. He also served as EPA’s Deputy Comptroller and Finance Director. Prior to his time at EPA, Mr. Sandy was FCC's Finance Director and CAB's Deputy Bureau Director for Accounting and Reporting Programs for the airline industry.He is well versed in IT management, strategic planning, budgeting, financial management, and performance benchmarking and contracts management.
